What is the Administrator?
§ The Administrator is the local coordinating
entity and fiscal agent. It develops, operates and owns Learning
Academies in its community. The Administrator may choose to contract with
local community-based organizations to operate Learning Academies.
§ Current Administrators include:
o Multnomah County – Portland, Oregon
o Latin American Community
Center – Wilmington,
Delaware
o California Association for Bilingual Education –
Los
Angeles, California
o Fresno County Office of Education—Fresno, California
o Orange
County Children’s Therapeutic Art Center – Santa Ana, California
Who can be an
Administrator?
§
An
Administrator can be an Educational Service District or County Office of Education, a college or university,
county or state educational association, service agency, education
foundation, community-based organization or school district. The
Administrator must have a not-for-profit status.
What
are the qualifying criteria to become the Administrator?
§
An ability to connect with the
community in new ways and to promote innovative, effective educational
strategies while developing new revenue sources to support these
strategies.
§
Be willing to be a Supplemental
Service Provider under state and federal guidelines.
§
Be capable of providing an
aligned, accessible and extended, research-based academic program that is
consistent with the curriculum used in schools and will meet state
standards.
§
Be willing to expand the number
of Learning Academies in their community if successful and to become a
platform for a transferable model based on best practices.
What does the Administrator
do?
§
Provides the infrastructure for
hiring and supervising staff, teachers and paraprofessionals and mobilizes
families, children and mentors.
§
Hires
and manages the staff that provides program direction, fiscal management,
coordination with Learning Academy sites and the larger community, and manages
mentors.
§
Contracts with local districts,
schools and/or service organizations to host the Learning Academies.
